The Organised Crime Index is a multi-dimensional tool that looks at the scope and scale of criminal markets in Africa. It covers the influence of criminal actors, and assesses state resilience to counter organised crime. The Index is a flagship initiative of the ENACT programme (Enhancing African capacity to respond more effectively to transnational organised crime).
ENACT is the first programme of its kind to analyse the scale and impact of organised crime across Africa. It is implemented by the Institute for Security Studies (ISS) and INTERPOL, in partnership with the Global Initiative Against Transnational Organised Crime (GI). ENACT undertakes comprehensive monitoring and assessment of organised crime at the cross-regional and continental level and its impact on governance, state fragility, development, security and the rule of law.
